Job Title: Industrial Relations Manager

Location: Mojave, CA (Onsite)

Compensation: $180,000 - $200,000 base + bonus

Type: Full-Time, Project-Based (approx. 4 years)

Overview:

We are seeking an experienced Industrial Relations Manager to lead labor relations and HR operations for a large-scale construction project. This role will serve as the primary liaison with trade unions and oversee all HR/IR functions, ensuring compliance with federal, state (California), and union labor agreements.

Key Responsibilities:

  • Act as the primary point of contact for unions and manage relationships across multiple trade groups
  • Interpret and administer Project Labor Agreements (PLAs) and collective bargaining agreements
  • Handle grievances, dispute resolution, and arbitration preparation
  • Oversee full-cycle HR operations for a unionized workforce (onboarding, employee relations, compliance)
  • Ensure compliance with federal and California labor laws (NLRA, FLSA, FEHA, CFRA, etc.)
  • Support workforce planning aligned with project timelines and union requirements
  • Maintain HR records, reporting, and compliance documentation
  • Partner with leadership on employee relations, performance management, and workforce strategy
  • Lead and mentor 1-2 HR/IR team members
  • Collaborate with safety teams to align HR practices with site safety standards

Qualifications:

  • Bachelor's degree in HR, Labor Relations, Business, or related field
  • 8-10+ years of HR/Industrial Relations experience in unionized construction, industrial, or mining environments
  • Hands-on experience with PLAs and multiple trade unions (AFL-CIO preferred)
  • Strong knowledge of California labor laws and federal employment regulations
  • Proven experience managing grievances and labor disputes
  • Strong leadership, negotiation, and stakeholder management skills
  • Ability to operate effectively in a fast-paced, field-based project environment
